Salgado was born in Arecibo, Puerto Rico on February 1962.
He received a bachelor's degree in secondary education and biology at Inter-American University and his master's degree in education and school administration at Phoenix University, Campus of Puerto Rico.
His first book, published by Publicaciones Puertorrique�as, is entitled: Desde la pubertad hasta el primer amor (2018).
For 20 years, he served as a teacher and school principal at the Puerto Rico Department of Education.
In addition, Mr.
Salgado was a member of the U.
Army and performed duties as a combat engineer, trainer, and logistics specialist during the military mobilizations of the war on terror (2005-2010).
